Location: Primarily SFCC Headquarters (241 Fifth St., SF, CA); frequent visits and meetings at SFCC’s Upper Fort Mason location; occasional site visits throughout the SF Bay Area

Program Description

The San Francisco Conservation Corps (SFCC) is a non-profit job readiness and education program serving young adults between the approximate ages of 18 and 26 who work within crews to address community needs through service and conservation-related work. SFCC job readiness opportunities for young adults include, but are not limited to, landscaping, restoration, installing play structures at public schools and community centers, recycling, and internships. Concurrently and in partnership with the John Muir Charter School, the young adults focus on attaining their High School Diploma and/or participate in the Corps-to-Career higher education program.

Job Summary

The Associate Director of Human Resources (HR) and Communications oversees the HR and Communications Departments, in addition to agency-wide IT functions and processes and Headquarters office management tasks. This position acts as the agency’s Human Resources officer and ensures that all SFCC policies, procedures, and practices are in compliance with local, State, and Federal laws. This position is responsible for ensuring SFCC compliance with its own policies and procedures. This position provides guidance to management and staff regarding policies and procedures. The Associate Director of HR and Communications reports directly to the Executive Director and supervises HR, Communications, and IT Staff and processes. Upon guidance and direction from the Executive Director, this position also provides internal agency-wide employee communications.

Essential Duties and Responsibilities

  • Human Resources (constant – more than 66% of time): Ensure development, implementation, and maintenance of SFCC policies and procedures; serve as the agency’s HR officer, providing general HR support to employees regarding SFCC policies and procedure; provide counsel to other Staff in matters related to policies and procedures, which includes but is not limited to conducting investigations, reviewing employee communications and notifications, and providing counsel related outcomes in matters of SFCC policy and procedure; ensure that Staff recruitment and staffing processes are executed according to employment law and SFCC policies and procedures, including but not limited to implementation of hiring processes and new hire employment orientations; serve on SFCC’s Safety Committee.
  • Benefits Administration (frequent – 34-66% of time): Oversee and direct management of health care benefits programs; manage SFCC’s annual open enrollment processes; mange and direct third-party benefits brokerage and administration; oversee and manage annual renewals, bids, options, cost estimates related to SFCC budgeting, and selection processes; oversee new hire enrollment and employee termination processes; oversee agency Workers’ Compensation, unemployment, and disability processes, claims, and procedures.
  • Information Technology and Office Management (frequent – 34-66% of time): Oversee information technology systems and processes, including but not limited to managing the strategic operations and priorities of the agency’s technology infrastructure; troubleshooting, maintaining, and improving technology systems and hardware; coordinating with contractors and vendors; identifying strategies and solutions for changes and cost savings; overseeing and enforcing agency-wide IT policies and procedures; provide direct supervision of headquarters office management functions.
  • Staff Development (frequent – 34-66% of time): Develop, implement, and maintain agency-wide staff and career development strategies, polices, and processes, including but not limited to performance reviews, staff development planning, learning platforms, job description and professional growth strategies, and structures for tying compensation to performance and other factors.
  • Supervision/Personnel Management (constant – more than 66% of time): Assign, supervise, and develop Staff in all areas of the HR and Communications department; collaborate with and advise staff in other departments; ensure agency-wide that all policies and procedures are maintained and adhered to; monitor and evaluate overall performance of staff and ensure all administrative duties are implemented accurately and in a timely fashion; demonstrate appropriate work ethics, behavior, and skills.
  • Communications (frequent – 34-66% of time): Develop and transmit HR related, agency-wide communications and bulletins; oversee the maintenance of SFCC’s website; promote communications between and among departments and Staff; communicate directly with supervisor regarding all processes and systems developed; maintain professional, open channels of agency-wide communications across departments with both Corpsmembers and Staff.

Typical Working Conditions

Typical conditions include working in an office setting; constant keyboarding, handling, and other repetitive hand motions; and constant sitting.

Equipment Used

This position requires constant use of keyboarding/ten key equipment, computers, and other electronic equipment.

Minimum Education and Experience Required

  • B.A. or B.S.
  • 2 years general personnel/human resources experience (non-profit preferred).
  • 2 years of experience supervising other professional staff.
  • 2 years benefits administration management.
  • Verifiable, demonstrated knowledge of employment laws, regulations and related protocol.
  • Experience conducting employee orientation and HR-related trainings and presentations.
  • Experience working with and advising Executive-level personnel.
  • Experience overseeing Information Technology or general office systems and operations.
  • Experience with staff development design/strategies.
  • PHR preferred.
  • Knowledge of San Francisco ordinances preferred.
  • Desire to work with youth service agency.

Minimum Skills Required

  • Computer literate (proficient in Windows; Word, Excel, Access).
  • Excellent verbal and written communication skills.
  • Ability to edit and proofread using business grammar.
  • Strong organizational and information management skills.
  • Strong inter-personal and inter-department skills.
  • Strong written and verbal communication skills.
  • Ability to prioritize work and problem solve independently and to meet deadlines under pressure.
