Job Title: Associate Director of Field Operations and Training Programs
Classifications: Full-Time, Exempt, Non-Temporary
Compensation: $59,008 to $63,872 per year DOE
Health Benefits: Yes (including medical and dental)
Salaried/Hourly: Salaried
Hours: Normally 40 hours per week
Schedule: Normally 7:30 a.m. to 4:30 p.m. This position may require work on weekends, evenings, or nights; the schedule varies greatly from week to week.
Department: Service Projects
Location: Upper Fort Mason and the Presidio; also, various project sites throughout the SF Bay Area
Licenses/Certificates Required: Driver’s license, insurability on SFCC driving insurance; First Aid/CPR must be obtained during first four months.

Program Description

The San Francisco Conservation Corps (SFCC) is a non-profit job readiness and education program serving young adults between the approximate ages of 18 and 26 who work within crews to address community needs through service and conservation-related work. SFCC job readiness opportunities for young adults include, but are not limited to, landscaping, restoration, installing play structures at public schools and community centers, recycling, and internships. Concurrently and in partnership with the John Muir Charter School, the young adults focus on attaining their High School Diploma and/or participate in the Corps-to-Career higher education program.

Job Summary

The Associate Director (AD) of Field Operations and Training Programs is responsible for the oversight of professional staff, fiscal management, administrative management and general management of SFCC’s Field Service Projects and services. This includes but is not limited to ensuring quality programming and implementation of Field Service Projects; providing supervision of the Field Projects Manager, Projects Operations Manager, Corpsmember Services Office Manager, Vocational Instructor, and other Staff as needed; ensuring that the Field Projects fiscal goals are being met; developing systems and protocols related to fiscal management; ensuring that all Field Projects and agency administrative systems, protocols, tracking and monitoring procedures are implemented accurately and in a timely fashion; overseeing the day-to-day Field Projects specifications; ensuring that contracts and grants are implemented according to specifications and client/sponsor satisfaction. The AD of Field Operations and Training Programs works collaboratively with the other SFCC Associate Directors to ensure that Corpsmembers are properly trained in appropriate work place behavior, advance their academic skills, and are fully prepared for post-Corps opportunities. The AD of Field Operations and Training Programs also serves as the agency’s lead safety officer and works with the Director of Programs contract processes, financial projections and service projects.

Essential Duties and Responsibilities

  • Field Projects Implementation and Management (constant – more than 66% of time): Manage, schedule, implement, evaluate, and supervise all necessary tasks to set up, complete, and maintain SFCC’s Field Service Projects; monitor contracts and the Field Service projects work plans and budgets to meet contractual guidelines, goals, and required reporting; oversee and plan the activities of the Field Projects Staff, Corpsmembers, and crews; work collaboratively with the Field Projects Manager, all other Associate Directors, and the Director of Programs; perform final review of all Field Projects plans, identifying gaps and changes and making necessary recommendations. Field Service Projects implementation includes shared responsibilities, collaboration, and cooperation with the Associate Director of Green Programs for successful implementation of key Corpsmember Services components and processes.
  • Fiscal Oversight (constant – more than 66% of time): Ensure that Field Service Projects budgets, billings, and spending are within scope; provide oversight and authorize purchasing for Field Projects Operations and labor budgets; guide program staff in adhering to operations and labor budgets.
  • Communication (frequent – 34-66% of time): Communicate directly with supervisor regarding all processes and systems developed; maintain professional, open channels of communication with both Green Programs Staff and Corpsmembers and Staff.
  • Supervision/Personnel Management (frequent – 34-66% of time): Supervise Field Projects Manager, Projects Operations Manager, Corpsmember Services Office Manager, Vocational Instructor, and other Staff as needed; indirectly supervise Corpsmembers; ensure that disciplinary procedures are carried out in accordance with the normal chain of command and SFCC policies and procedure; visit all Field Projects sites regularly, ensure quality of work, identify problems if they exist, and instruct program staff on necessary actions; ensure that safety standards are being implemented; resolves conflicts that may arise; monitor and evaluate overall performance of program staff and ensure all administrative duties are implemented accurately and in a timely fashion; act as a role model and demonstrate appropriate work ethics, behavior, and skills; work with the Projects Operations Manager to ensure oversight and management of all areas of project operations.
  • Policies, Procedures, and Administration (constant – more than 66% of time): Develop, implement, and maintain all necessary administrative tasks efficiently and on time; ensure all Field Service Projects are implemented with high quality and within budget; ensure clients and partners are communicated with regularly; complete all the necessary reporting and administrative duties; maintain and ensure confidentiality; adhere to all SFCC policies and procedures; ensure that Corpsmembers and Staff are aware of and consistently enforce established policies and procedures; consult with HR, and provide guidance to Field Projects Staff; monitor and ensure tracking of documentation related to Corpsmember policies and procedures.
  • Development, Education, and Training (frequent – 34-66% of time): Organize, facilitate and lead Corpsmember job skills trainings for staff and Corpsmembers; develop and implement Corpsmember leadership program; ensure that all program staff receive necessary training on required aspects of their jobs; ensure that all program staff are familiar with the agency’s mission, goals, and methods; conduct and oversee orientations for all new program staff and work with program staff to ensure that they receive all necessary orientations; conduct review sessions with program staff to ensure up-to-date procedures are incorporated into daily operations and adhered to.
  • Safety Programming (frequent to constant – 34-100% of time): Serve as agency’s lead safety officer; develop, implement, and evaluate a comprehensive agency-wide safety program; ensure that work place safety guidelines are developed and trainings are implemented for Staff and Corpsmembers; lead site safety inspections; monitor implementation of agency Emergency Management Plan; monitor Workplace injuries and Workers’ Compensation claims.

Typical Working Conditions

Typical working conditions include, but are not limited to, frequent lifting, carrying, pushing, and pulling; frequent twisting, turning, and reaching; occasional climbing, crawling, kneeling, squatting, and walking; and occasional walking on uneven or slippery surfaces. Typical working conditions also frequently involve working outdoors in all types of terrain and in all types of weather conditions.

Equipment Used

This position requires frequent operation of agency vehicles to drive to various sites and venues throughout the SF Bay Area, which requires insurability on the SFCC’s driving insurance policy and the ability to operate agency vehicles and navigate by automobile throughout the SF Bay Area. This position also requires frequent use of various hand tools, power tools, electrical equipment, safety attire and equipment (provided by the SFCC).

Minimum Education and Experience Required

  • Bachelor's Degree.
  • 3 years of experience with program management.
  • 5 years of experience in personnel management/supervision
  • Ability to develop and facilitate trainings as needed.
  • 3 years of administrative management.
  • 3 years of fiscal management.
  • Excellent written and verbal communication skills.
  • Computer proficiency in Microsoft Excel and Word.
  • Eligibility for SFCC auto insurance.

Minimum Skills Required

  • Leadership, conflict management and resolution skills.
  • Written and verbal communication skills.
  • Ability to manage and prioritize multiple time-sensitive tasks simultaneously and to meet deadlines.

Preferred Education, Experience, and Skills

  • 3 years previous experience working with urban young adults 18-26.
  • Basic knowledge of recycling, carpentry, landscaping, and restoration.
  • Previous experience working with youth development agencies.
